Mission of Role/Position Summary:

The Hazard Mitigation Grant Specialist assists in the preparation, submission, and management of FEMA Hazard Mitigation Assistance (HMA) grant applications, ensuring compliance with federal and state guidelines; will conduct detailed reviews of project proposals, budgets, and supporting documentation to assess eligibility and feasibility under applicable FEMA programs; coordinate with local governments, stakeholders, and program staff to provide technical assistance and training on grant requirements and mitigation strategies; monitor project progress, manage reporting requirements, and maintain accurate records to ensure compliance and timely reimbursement; stay updated on FEMA policies, regulations, and funding opportunities to guide clients in maximizing mitigation benefits and program outcomes.

Tasks, Duties, and Responsibilities:

Grant Application Development: Lead the preparation and submission of FEMA Hazard Mitigation Assistance (HMA) grant applications, including Pre-Disaster Mitigation (PDM), Building Resilient Infrastructure and Communities (BRIC), and Flood Mitigation Assistance (FMA)Benefit-Cost Analysis (BCA): Conduct and review detailed BCAs using FEMA’s BCA Toolkit to ensure project cost-effectiveness and compliance with program requirementsRegulatory Compliance: Interpret and apply FEMA policies, federal regulations (2 CFR 200), and program guidelines to assess project eligibility and ensure adherence to grant requirementsProject Proposal Evaluation: Analyze mitigation project proposals, budgets, and supporting documentation to determine technical feasibility and alignment with mitigation goalsStakeholder Coordination: Collaborate with applicants, sub applicants, local governments, and state agencies to provide technical assistance, guidance, and training on mitigation strategies and grant processesData Management: Maintain comprehensive records of applications, approvals, reimbursements, and project progress to ensure accurate reporting and compliance trackingProgress Monitoring and Reporting: Track project implementation milestones, review invoices and expenditures, and submit progress reports to FEMA and state agenciesRisk Assessment Support: Assist in conducting hazard identification, vulnerability assessments, and risk analyses for proposed mitigation projectsCapacity Building: Design and deliver training workshops or materials to enhance applicants’ understanding of FEMA’s HMA programs, including BCA and application requirementsFunding Opportunity Identification: Research and communicate upcoming mitigation grant opportunities to clients, ensuring alignment with strategic objectivesTechnical Document Preparation: Draft scopes of work, narratives, and other technical documents to support grant submissions and appealsPolicy Updates: Stay informed on changes to FEMA HMA program policies and guidelines to proactively address potential impacts on grant processesAudit and Closeout Support: Assist clients with grant audits, reconciliation, and closeout procedures to ensure compliance and minimize risks

Supervisory Responsibilities:

This position will not have supervisory responsibilities, but may serve as lead on projects with senior management oversight.

Expected Hours of Work:

Schedule may vary. Work on evenings and weekends may be required. Dependability and punctuality are paramount.

Travel Requirements:

Up to 50% travel is expected for this positionMust be willing to travel and deploy to client sites for extended periods of time

Working Environment:

Emergency management personnel may work in an office or home environment or be deployed to the field which may require working outdoors in adverse weather conditionsWork may be on-site with clients ex: EOC, hospital, debris sites or local government buildingsAll AC Disaster Consulting (ACDC) positions are remote work site positions with the home location agreed upon at time of hireIf the remote work site locations change, ACDC Human Resources must be made aware, and leadership needs to approve any site changes for business registration and payroll tax purposes

Requirements

Experience/Education Required:

3-5 years of direct experience with FEMA Hazard Mitigation Assistance (HMA) grants, including HMGP, Building Resilient Infrastructure and Communities (BRIC), and/or Flood Mitigation Assistance (FMA)Bachelor’s degree in Emergency Management, Urban Planning, Environmental Science, Public Administration, or a related fieldProficiency in FEMA’s BCA Toolkit, grant writing, regulatory compliance (e.g., 2 CFR 200), and stakeholder engagement3-5+ years customer service experienceProficient in Microsoft Office 365, particularly Excel

Experience/Education Preferred:

5+ years of experience managing FEMA Hazard Mitigation Assistance (HMA) grants, including Building Resilient Infrastructure and Communities (BRIC) or Flood Mitigation Assistance (FMA). Experience with state and local government mitigation programs is a plusMaster’s degree in Emergency Management, Urban Planning, Environmental Science, Civil Engineering, Public Administration, or a related fieldFEMA Benefit-Cost Analysis (BCA) training certification or equivalent experience is strongly preferredAdvanced proficiency in FEMA’s BCA Toolkit, GIS software, and data analysis tools for hazard risk assessment and mitigation planning. Experience developing mitigation plans and conducting risk and vulnerability assessments is also preferredCertified Floodplain Manager (CFM) designation is highly preferredProficient with Salesforce
