The Financial Management Branch is comprised of two bureaus: the Budget Bureau and the Fiscal Policy and Analysis Bureau. The Branch plays a key role in developing fiscal policy, working with the Department’s core programs to develop the State Operations Budget, distributing funds to the 58 California counties for program administration, and completing the research and data analysis required for sound decision-making. The Allocations Section is responsible for fund distribution and expenditure analysis to support overall program administration.

Job Description And Duties

Under the general direction the Staff Services Manager I, the RDA I/II is responsible for fiscal analysis associated with departmental programs, including cost per case analysis, to determine fiscal effectiveness and inform program implementation/outcomes. Duties also include development of allocation methodologies for distribution of program funds to the 58 California counties. The responsibilities include gathering program data from internal programs and leading, facilitating, presenting, and defending analysis to external stakeholders and state/federal oversight agencies on deadline driven projects. The RDA I/II will be required to collaborate with internal and external stakeholders on a regular basis. Recommendations made by the RDA I/II will inform major program and policy decisions. Leadership and teamwork are necessary to be successful in this position as the incumbent’s voice will not only be heard, but will be relied upon. The duties include analysis of expenditures and reconciliation of county spending compared to allocations throughout the year. The FPAB invites candidates with strong math and analytical skills to apply. Knowledge of social service programs such as CalWORKs, Child Care, CalFresh, Foster Care and In-Home Supportive Services is required.

The Statement of Qualifications must address the following:
Technical experience working in a fiscal environment, including working with data, methodology development, and use of software and data systems, such as Excel and expenditure management database systems. Describe your level of proficiency and provide an example of a complex project you have completed and your role in that project. Experience leading, facilitating, and presenting to high level audiences, such as executive staff or external oversight agencies. Provide an example. Experience completing a cost per case analysis, cost/benefit analysis, or other fiscal research and evaluation. Provide an example.
