This is a high-level internal IT position that is responsible for development, administration and reporting of City of Delray Beach business applications. This position is responsible for security administration, report generation, data manipulation, application upgrades, database integration, user security and training. Familiarity with Financial/HR/Budget systems is a must. In this role, you will create/maintain complex systems as well as integrate products with COTS (commercial off shelf) systems. This position will concentrate on applications including the following: Tyler New World ERP, Tyler Munis ERP, Cityworks, Laserfiche, SharePoint, SQL, RecTrac, BOSSDesk, Faster, O365, EJ Ward, UKG Dimensions, Bentek. Work performed is under the general supervision of the Assistant IT Director.

Essential Job Duties

Utilize development tools such as Microsoft Visual Studio, and (SSMS) SQL Server Management StudioCreate, manage and test web services/APIs (Application Programing Interface) with a specific emphasis on integrating with third party vendor solutionsUse analytics tools such as Power BI, SSRS (SQL Server Reporting Services) to develop reportsExperience using source controlCreates and implements solutions that enhance staff productivity, improve service delivery, and increase overall operational efficiency with emphasis on automating manual processes and optimizing workflows to better meet departmental goals.Conducts requirements analysis and writes software requirements, functional specifications, formal user and technical documentation for software systems.Monitors database performance, applying patches and version updates as required.Perform application implementation and maintenance tasks, such as verifying that software and hardware requirements are met; installing client and server software components; upgrading software; managing database connections, user rights, and group profiles; assisting users with configuration; database extraction and preparation of import data; importing application data and preparing and maintaining documentation. Provide consultation to the user departments in planning for application implementation.Build reusable code and libraries for future useAutomate, update or replace legacy processes and research the use of new technologiesProvide daily operations support along with after-hours production support and maintenanceAdvise users on the availability of software updates and apply as needed. Ensure that all required updates are applied.Coordinate with the Support Team in preparing, maintaining, and applying deployment packages.Coordinate with other technical staff in identifying and resolving problems that relate to conflicts between the applications and client or server operating systems or network infrastructure.Handle applicable service requests and aid users in accessing vendor support.Generate data extracts and reports as needed.Follow established problem resolution procedures in resolving software problems and applied corrective service to upgrade software.Evaluate software and test new software; upgrade equipment and provide training to users.Adheres to ITIL and ITSM practices.Remains current on technology and training pertaining to this position.Fosters positive employee relations and employee morale on a City-wide basis.

Minimum Qualifications

Bachelor’s degree in computer science or equivalent in a related field. Minimum of five (5) years’ experience in software development and/or database design and support. Must possess a valid Florida Driver’s License and necessary transportation to travel to remote sites. Experience working with Microsoft Server, Microsoft SQL Server, Microsoft Office, Active Directory and IIS. Experience supporting ERP (Enterprise Resource Planning) systems. Strong knowledge of SQL with ability to develop queries, reports, and stored procedures.

Ability to establish and maintain effective working relationships and interact well with colleagues and users. Ability to communicate effectively in oral and written form. Ability to understand and follow moderate to complex oral and written instructions. Ability to manage and prioritize routine, specialized, and complex assignments and problems. Ability to organize tasks in a logical and systematic manner. Ability to understand and adhere to procedures and policies. Skill in supporting and training end-users in the use of multiple applications. Skill in using Microsoft Office applications. Skills required include the following: SQL, C++, C#, PowerShell, SFTP, NTFS, SSRS, VMware, Azure, Active Directory, SMTP, SSL Certs and PGP Encryption. Ability to adapt to an evolving and continually improving environment.
