Function
As Fairification Officer you join the service Data Management and Methodology of the newly formed Data Governance Scientific Directorate. The Directorate aims to increase levels of maturity in data management and methodology across the organisation and in partnership with regional, national and European bodies. It champions the reusability, valorisation and innovation with data, data ecosystems and state of the art techniques while handling data in a secure, compliant, ethical and transparent manner.More specifically, you work on:Setting up an inventory of data sources within Sciensano.Displaying the overview of data sources visually for internal and external users.Developing the meta data of the data sets that are in high demand externally or that are considered interesting internally.Collaborating with data stewards, data managers and researchers to enrich metadata by using data dictionaries, business glossaries, data profiles and synthetic data. Provide insight into the meta data.Coordinating with the Belgian Health Data Agency (HDA) on meta data descriptions and meta data catalogue.Supporting the definition of requirements and the appraisal of data portal and metadata management tooling.Collaborating with data owners, stewards, managers, researchers and ICT to help design data FAIRification pipelines and processes, namely to apply international standards to common nomenclatures, reference data, data models and data exchange formats (such as DCAT, SKOS, OWL, OMOP, SNOMED CT, ICD-10, FHIR).Supporting chief data officer, data governance committee and related working groups in implementing the data strategy.Communication, promotion of best practice and training on FAIRification and quality of data. Definition of standard operating procedures.Liaising with data stewards in scientific directorates and with external stakeholders on matters related to increasing FAIRification.Promoting innovation and staying abreast of the latest technological and legislative advancements when it comes to FAIR, including at national, European and international levels.Look for funding opportunities and help draft project proposals related to Open Data and FAIR. Ability to quickly identify potential connections and synergies of funding opportunities with upcoming and running initiatives across Sciensano teams and projects.
Profile
A Masters Degree and demonstrable experience in the field of either data engineering, IT, data science or data management.3+ years of experience in data architecture and modelling, database systems, use of data catalogues, metadata, FAIR principles and data, reference data and common data models, open API standards, linked data principles such as ontologies, controlled vocabularies and URI’s and knowledge of standard data models and data exchange formats (such as DCAT-AP, SKOS, OWL, OMOP, SNOMED CT, ICD-10, FHIR);Knowledge of tools for data mining and processing (e.g. Python/R, SQL, SPARQL, Java), cloud and version control (e.g. git);Knowledge of GDPR, data privacy and security and data ethics;Knowledge of scientific, human health, animal health or environmental data is a plus.Talenkennis: Good knowledge of English. Good knowledge of French and Dutch is a plus.
